Go to the MS DST help and support center and click the appropriate options to find out exactly what you should do.
If you are running Win 98SE, you can do the same changes as the steps in Win2K. You need to use the tzedit.exe that is on your 98SE CD though. It is located in the "\tools\reskit\config" folder.
